The three women were found unresponsive in the James Sneider Apartments, located in the 7400 block of Rogers Avenue in the Rodgers Park neighborhood of Chicago.
Alderwoman Maria Hadden posted a video to social media in which she claims that heat-related complaints from residents began this past Thursday, but management did not turn on the building's air conditioning. Portable units were setup in a Community Room, but not for individual living quarters.
The Chicago area has been hit with unseasonably warm weather lately, and Chicago lacks a cooling ordinance like it has with heat for multi-unit dwellings.
The James Sneider Apartments are managed by the Hispanic Housing Development Corp., which did not immediately respond to requests by the Chicago Tribune for comment.
